I have an extensive experience working in international organizations such as the UN and the OSCE. I successfully contributed to the work of the UN Mission in Kosovo for 5 years (1999-2001; 2003-2006) and went through all levels in the UNMIK Border and Boundary Police structure. I started as a Border Control Officer in December 1999 at the Border Crossing Point "Globocica" on the border with the Former Yugoslav Republic of Macedonia and completed my mission in December 2006 in the position of Commander of the UNMIK Border and Boundary Police, where I was responsible for daily operational and administrative functions of the UNMIK Border and Boundary Police. I supervised around 1,000 officers (800 local KPS officer, 200 international police officers). During that period, I gained an invaluable experience in border security and management, intra-, inter-agency and international cooperation, while resolving border incidents on the Kosovo-Serbia boundary line, and operational activities in countering cross-border organized crimes. I implemented the Integrated Border Management concept in the newly designed KPS Border Police Service.
From 2011 to 2019, I worked at the OSCE Border Management Staff College (BMSC) at the OSCE Programme Office in Dushanbe as the Chief of Training and Education. I managed the whole operation of the BMSC, designed its strategy for measurable impact, built capacity of the staff, developed training courses, curriculums, identified and hired highly professional experts and successfully designed. I also delivered more than 100 short- and long-term courses for mid- to senior-level officials of border security and management agencies of the OSCE participating States and Partners for Co-operation, including on topics such as countering drug trafficking and terrorism, border security models, leadership and management.
As the Head of Politico-Military Department (PMD) in Programme Office in Bishkek (POiB), since 2019, I have been leading the PMD team in developing and implementing projects related to transnational threats and law enforcement co-operation, border security and management, fight against terrorism and VERLT, countering organized crime and drug trafficking, as well as strengthening capacities of the armed forces in the management of SALW and SCA and the implementation of OSCE CSBMs and arms control measures (average annual budget of the PMD is EUR 1,5 million). During my time with the POiB PMD and owing to also my active contribution, a number of strategic documents setting the direction for the development of State structures and agencies of Kyrgyz Republic were developed and adopted. Other significant achievements include a successful launch of Advance Passenger Information Systems in Kyrgyz Republic, WCO accreditation of Customs Training Centre and K-9 Training Centre supported by the OSCE, successful development of Border Delegate institute, as an effective tool for resolution of border incidents, as well as removal of 159 tons of toxic and dangerous rocket fuel melange from Kyrgyzstan and its subsequent disposal, in cooperation with the OSCE FSC Support Unit.
